To conceive politics is, first of all, to look at human beings in action. Humans interact in search of a given fullness of law, access to power, participation and performance in the decision-making field, consumption of produced goods and use of available resources. Writing between 1635 and 1638, Cardinal Richelieu's performance generated the Political Testament, a document of guidance to King Louis XIII of France. This document records emphatic positions, describes how a government official should act, how he should position himself and the treatment given to enemies. A man of unbreakable faith, stated that "The kingdom of God is the principle of the government of States: and indeed it is something so absolutely necessary, that without this foundation there is no prince who can reign well, nor a State that can be happy"
